The Coherent GT/Hummingbird License is tied to a specific Licensed Title, so it cannot be used to create new titles. You can use the same license for launchers, lobbies, etc. as far as they are used only for the specific project that you have license for.

The decision between GT and Hummingbird is mostly dependent on whether you need a lot of HTML features or an amazing performance. GT is great for creating complex menus, stores, launchers. Hummingbird is awesome at creating HUDs and in-game screens. Both come with a powerful data binding system that allows to automatically update the UI based on the state of game and give you full control over how the system works.
